而不用“問題problems。”

”建立健全各項制度"
即要建立（establish）而且要全面
（adequate，
充足）。西方人講制度就是定壹個政策（policy)，同時定出為了保證該政策落實而確立的操作程序（procedures）。

”規章制度的執行“也就是讓制度有效（effectiveness）。
