美媒根據《美國制造業回流指數》篤定:美國將在2025年實現超84%的美國企業部分或者全部回流其制造業務。我個人認為,大選將至,美國現任總統又拿前任總統的業績來畫餅了。
美前總統為制造業回流做了啥?美前總統上臺後,致力於重振美國制造業,他提出了壹系列的政策和計劃。圍繞著推動制造業回流,在貿易、稅收、監管等方面進行調整,希望重新將具有競爭力的產業引回美國。
他采取各種手段保護本土生產者,比如懲罰中國進口貨物加征關稅,談判美墨加北美自由貿易協定,以及退出跨太平洋夥伴關系等等。此類行動助力美國的制造業變得更具吸引力,並使本土公司不再僅僅只考慮成本優勢去外包生產。
他槍槍打中我們中國的痛點,比如:禁止華為購買芯片、禁止華為使用安卓系統、導致華為在市場占有率短暫位列世界第壹後,急劇下降。畫餅讓臺積電等芯片代工企業赴美建廠,讓世界所有芯片代工企業都捏在美國手裏。禁止先進光刻機對華出口,導致中國芯片設計發展,止步3納米。懲罰中國高校,讓中國高端制造業人才無法出國留學和正常回流。
他提出減少企業稅負、疏解運營及生產過程中的各種阻礙,同時使企業更容易獲得財政資金支持。這不僅讓美國企業將制造業回流國內,甚至還吸引了壹部分中國企業赴美建廠。他提出政府采購美國優先,這又促使壹部分產品的生產在美國形成完整供應鏈。
所謂制造業回流有局限性美國的所謂制造業回流其實本身就是壹張大餅,有很大的行業局限性。在美國制造業中,壹些高技術含量或高附加值的產業相對容易回流,如航空、汽車、芯片、計算機等行業。這些行業具有技術密集性、創新能力強以及對資本、人才、技術等方面的需求大等特點。
而在壹些勞動密集型的產業,例如輕工業、紡織業等,則面臨著更大的困難。這是因為勞動密集型行業的生產成本過於依賴於廉價勞動力,如果要回流,成本將顯著上升,難以維持當地競爭力。此外還需要考慮到供應鏈、設施建設等問題,以及長途跋涉可能引入風險和延遲等問題。
選民之所以支持制造業回流,是希望能夠獲得工作崗位,但是美國搞的所謂制造業回流,產生的崗位其實和大多數學歷水平壹般的美國人沒有任何關系。
現任總統拿前總統的業績來畫餅美國現任總統在制造業回流上幾乎沒做任何事,他采取的行動幾乎沒有任何的創見,就是躺在前任總統的業績上。他的“1.9萬億美元的經濟刺激計劃”,其實就是因為出現通貨緊縮,不得不向市場投放資金。因為通貨緊縮,美國的就業崗位不僅沒有增加,反而因為企業經營困難而有所減少。
他提議的“提高公司稅率和加強打擊假冒偽劣貨物等措施“號稱是保護本土制造業,其實就是壹個口號,美國正常法制運行下,這些工作本來就要進行。但是,加稅的做法,讓很多赴美建設工廠的企業大呼上當。
所以,這個時候美媒說制造業回流取得成效,歌頌美現任總統的業績,其實是前總統的。為了選票,拿前任的業績來畫餅和前任總統,繼續競爭馬上來臨的選舉,也是有點滑稽。
